Answer: No, it cannot be mounted in the locked position with the keyed side toward the trailer as the lock portion is higher than the tongue, it only swivels to the side of the tongue not under it. -

Answer: You will need to take it to a locksmith. There is a code on the lock, they can get you a key cut. -
